Chapter One: Introduction

1.1 Background of the Study
Literacy is a fundamental skill that empowers individuals, promotes societal development, and reduces poverty. In Gboko Local Government Area (LGA), Benue State, literacy levels remain low, particularly in rural communities, due to inadequate educational resources, poverty, and cultural barriers. Public relations (PR) can play a crucial role in promoting literacy programs by creating awareness, mobilizing community participation, and fostering partnerships. Research by Adeyemi and Terkula (2023) highlights the effectiveness of PR campaigns in increasing literacy program enrollment in underserved areas. This study examines the role of PR in promoting literacy programs in rural communities within Gboko LGA.

1.2 Statement of the Problem
Despite efforts to improve literacy rates, rural communities in Gboko LGA face significant challenges, including limited access to education and low awareness of available literacy programs. PR strategies have the potential to address these challenges, but their application and impact in this context require further investigation.

1.3 Objectives of the Study

  1. To explore PR strategies used to promote literacy programs in Gboko LGA.
  2. To evaluate the effectiveness of these strategies in increasing literacy program participation.
  3. To recommend improved PR approaches for enhancing literacy promotion in rural communities.

1.4 Research Questions

  1. What PR strategies are used to promote literacy programs in Gboko LGA?

  3. What recommendations can improve PR efforts in promoting literacy in rural communities?

1.5 Research Hypotheses

  1. PR strategies significantly influence participation in literacy programs in Gboko LGA.
  2. Effective PR campaigns improve awareness and enrollment in literacy programs.
  3. Enhanced PR strategies can increase literacy rates in rural communities of Gboko LGA.

1.6 Significance of the Study
This study highlights the importance of PR in addressing literacy challenges and provides actionable insights for policymakers, educators, and PR practitioners. The findings will support efforts to promote literacy in rural communities of Gboko LGA.

1.7 Scope and Limitations of the Study
The study focuses on PR strategies for promoting literacy programs in rural communities within Gboko LGA, Benue State, analyzing their effectiveness and challenges.

1.8 Operational Definition of Terms
